L1 簽証

Mitsuwa 日本超級市埸在美國有很多分店，在芝加哥 O'hare 機楊近郊的 Mituswa ( 以前叫  Yaohan ) http://www.mitsuwa.com/tenpo/cica/eindex.html，對日本人的生活而言是非常重要的，因為這家超市可以說就是為日本人而開的. 原因是很多在日本的高階主管 ( Managers/ Exectutives ) 或特殊技術人員 ( Specialized Knowledge Staff ) 被派到這附近的分公司，他們當然也攜帶了家眷，用的就是 L1/ L1A/ L1B 簽証.

L1 Visa 是給 Intercompany Transferee, 至於家人是拿 L2 ( Spouse or Child of Intercompany Transferee).

至於什麼是特殊技術人員: 

For purposes of section 101(a)(15)(L), an alien is considered to be serving in a capacity involving specialized knowledge with repsect to a company if the alien has a special knowledge of the company product and its application in international markets or has an advanced level of knowledge of processes and procedures of the company.

但因為以上這個定義很廣 ( Vague Standard )，造成有濫用的傾向，所以有了一些爭議，一些釋義 ( Puleo & Successive CIS memoranda) 出現後，目前有了比較明確的準則:

1) To determine what is special, it must determine what is "ordinary".

2) An elevated class of workers within a company.

3) Look beyond the stated job duties and consider the importance of the beneficiary's knowledge of the business's product or service, management operations, or decision making process.
